RECORD GROUP AND SERIES DESCRIPTIONS

RECORD GROUP 1:

SENATE LEGISLATIVE ISSUE FILES
1963-1974
Document Cases: RJL 1/1-9

The document files under this record group consist of correspondence, memoranda, news articles, newsletters, press releases, publications, and speeches reflecting a decade of state and county issues.

The collection is arranged into subgroups by year and categorized in Alpha order by (1) the issues/topics described under CONTENT SCOPE, page 5, of this Finding Guide and (2) by sub-topics. For example, under “Environment”, a sub-topic could be Union Oil Spill-Santa Barbara. See BOX LISTING, page 13 of this Finding Guide, for detailed descriptions of contents and pages 2-3 for a summary of major legislation authored by Senator Lagomarsino. It is also suggested that researchers review files in the Co-Sponsored Bills record group. These files are not confidential; however, said information contained herein must be used for statistical research purposes only and names and addresses of constituents are not permitted for re-publication.[1]

Topics which may be of particular interest to Californians, could be the chronicle of events attempting to establish the creation of Channel Islands University, as the first State university for Ventura County (Senator Lagomarsino’s pet project); the constituent concern for adequate area freeways and highways; Santa Barbara off-shore drilling projects and oil spills; preservation of the California Condor; student unrest at the University of Santa Barbara; and legal regulation (abolishment) of pornography.

RECORD GROUP 2:

ELECTION FILES
1961-1974
Document Cases: RJL 2/1-10

Senator Lagomarsino’s election files contain a wide assortment of materials, ranging from advertising receipts to campaign distribution literature, to constituent “congratulations” and fundraising event invitations, to newspaper editorials and radio speeches. The files also provide biographies of other political candidates, allowing insight not only into the distinctive personalities and “pet” issues of each election, but into psychological manipulation campaign strategies, as well. Results for both general and primary California statewide elections are also documented. As such, these materials are ideal study for political science enthusiasts.

The files are arranged by chronological and Alpha order by sub-topic, with the majority of materials centering around Mr. Lagomarsino’s principal State election years of 1964, 1966, and 1970.

RECORD GROUP 3:

CO-SPONSORED BILLS
1963-1974
Document Cases: RJL 3/1-54

These materials are arranged chronologically and categorized into five subgroups of records. This record group should be used in conjunction with the Issues files of Record Group 1.

Subgroup I of the Co-Sponsored Bills consists of California Senate bills and their correlated materials of newspaper articles, correspondence, related bills, and reports. The files are initially arranged by year, by general topics similar to the Senate Issue Files (ENV, HOU, STA), and lastly, by bill number. The files encompass the years of 1963-1974.

Subgroup II begins with Box 44 and contains only newspaper articles and correspondence (no bills). It consists of constituent issue-specific files – individual and particular issues of Senator Lagomarsino’s constituents. Such topics addressed by the senator and other governmental entities include flood control, Medicare, safety belts, and worker’s compensation. These files do not address particular bills being considered by state government, but do contain issues which may have been the seedlings for future Senate bills. The files are initially arranged by year, then by general categories similar to the Senate Issue Files, and lastly, by specific topics. These files include the years of 1962-1970. Some files are confidential, however, said information contained herein may be used for statistical research purposes only and names and addresses of constituents are not permitted for re-publication.[3]

Subgroup III which begins with Box 46, is similar to Subgroup II, in that it contains only newspaper articles and correspondence. It differs however, in that the materials (1) focus on constituent issues of general concerns (ENV, HOU, STA) and (2) address particular bills being considered at the time by state officials. The files are initially arranged by year and by general categories similar to the Senate Issue Files. These files include the years of 1962-1970. Some files are confidential [see footnote #2].

Subgroup IV contains synopsizes of the Senate Daily Files from 1973 to 1974. The Daily Files are weekly booklets of bills on the Senate’s agenda and include a very brief history of each bill. Such relevant information contained within each booklet includes the dates of the bill’s introduction, its initial printing, when it was heard on the floor, whether it was passed, amended, or re-referred, and the committees which oversaw it. Also included is a brief statement of the bill’s content or intent.

Subgroup V consists of synopsizes of the Senate Daily Journals from January to February 1974. The Journals may include reports of bills from joint sessions of the Senate and the Assembly and contain the proceedings of the Senate. Such proceedings include: the title of each measure considered and the vote thereon; messages from the Governor and Assembly; reports from Senate committees and other agencies as required by law; and the contents of petitions, memorials, or other papers presented to and authorized by the Senate.

 

RECORD GROUP 4:

VOTING RECORDS
1963-1972
Document Cases: RJL 4/1

These materials are arranged chronologically and consist of yearly summaries of the legislation authored and co-authored by Senator Lagomarsino. Within each listing, an outline is provided on each bill’s content. The summary includes details as to which bills authored and co-authored became law, which Senate resolutions authored and co-authored were adopted, and lastly, which co-authored Assembly bills and resolutions were adopted.

SENATE OFFICE FILES
1955-1974
Document Cases: RJL 5/1-3

These materials are arranged chronologically and by sub-topic. The content and context of the records is diverse and a large portion of the material is confidential. However, unique items such as stationary from young Senator Lagomarsino’s mayor of Ojai office, advertising samples of campaign handkerchiefs, birthday cards from fellow California politicians, election certifications, and articles regarding Arizona Senator Barry Goldwater and local government officials, John Conlan, and William P. Clark can be found.

 

RECORD GROUP 6:

RICHARD NIXON FILES
1961-1973
Document Cases: RJL 6/1

Former U.S. Senator and Vice President, Richard Nixon, lost to John F. Kennedy in a close Presidential race in 1960. He proceeded to run for governor of his home state of California in 1962. Mr. Nixon was defeated in that election by Edmund “Pat” Brown, but returned to politics in 1968, when he was elected President of the United States and re-elected in 1972.

The bulk of the documents in this record group pertain to either the 1962 gubernatorial race in California or the 1968 and 1972 Presidential races. Articles and correspondence make up most of the series content, however, there are a few Party newsletters and press releases. What is notable about the gubernatorial article series, is that it depicts and illustrates (1) the California political climate, with emphasis not only on Nixon, but on John and Robert Kennedy and Pat Brown as well; (2) the California ‘60s culture climate, with mention of the “Nixonettes” and tea parties with Patricia Nixon; and (3) the United States foreign policy climate, by promoting an indomitable fight against the “Reds”.

 

RECORD GROUP 7:

NEWSLETTER FILES
1964-1969
Document Cases: RJL 7/1

The “Weekly News” newsletters are arranged in chronological order. Presented in a press release-type format, they address such topics as budget, crime, education, pornography, taxes, trade issues, even dognapping, during the years of 1964, 1966, 1967, and 1969. They were also Senator Lagomarsino’s method of keeping constituents informed on the current status of bills in the legislature and committee assignments. It is suggested that they be used in conjunction with the Issue files and Co-Sponsored Bill files.

SPEECH FILES
1961-1974
Document Cases: RJL 8/1-3

Senator Lagomarsino’s speech files are arranged by chronological and Alpha order by sub-topic. Of special interest, are the weekly speeches or “radio reports” made by the Senator from a local private university, California Lutheran University. These speeches usually addressed a current public interest or topic or concern, such as mental health facilities, regulation of gambling and pornography, rise in crime, routing of freeways, the State budget woes, and youth drug use. The speeches also brought attention to California landmarks, as well as city celebrations and events. Overall, the speeches provide a significant amount of historical information; therefore, it is suggested that they be used in conjunction with the Issue files and Co-Sponsored Bill files.

 

RECORD GROUP 9:

PRESS RELEASE FILES
1962-1972
Document Cases: RJL 9/1

The press release files are organized chronologically into two sub-groups: Special Appearances and Constituent Concerns, which are subsequently divided into series arrangement. The Special Appearance files contain articles and press releases documenting Senator Lagomarsino’s appearances at local celebrations and events. The Constituent Concerns files contain articles, individual correspondence (between constituents and the Senator), and press releases regarding such issues as the citrus white fly, consumer food packaging, dognapping, income tax withholding, juvenile narcotic arrests, school construction bonds, and traffic concerns. Some Constituent Concerns files are confidential [see footnote #2].

 

NON-MANUSCRIPT MATERIALS

All non-manuscript materials are open to researchers, with exception of the plaques/trophies/ribbons record group.

RECORD GROUP 10:

NEWSCLIPPING FILES
1961-1971
Document Cases: RJL 10/1-7

These files consist of newspaper articles arranged in chronological but not subtopic order, as many of the clippings have more than one story on a page. The clippings are informative, topical, and illuminating as to the issues and concerns of the day, and can be used in concurrence with the Issues and Co-Sponsored Bills records groups.
